ART Act Compliance Checklist for IVF Clinics and Labs in India
The Assisted Reproductive Technology (Regulation) Act, 2021 brought IVF clinics and ART banks in India under a formal regulatory framework. Alongside the Act, notified rules set out requirements for registration, infrastructure, staffing and record keeping. For laboratory managers, compliance is easier when the right systems are in place from the start.
This checklist is a practical starting point for organising your clinic and laboratory. It is not legal advice. Always refer to the current Act, the notified rules and guidance from the relevant authorities, as requirements can be updated.
1. Registration
- Confirm your clinic or bank is registered, with the correct category for the services you offer
- Display registration details as required
- Track renewal dates well in advance
2. Staffing and qualifications
- Maintain records of the qualifications and training of clinical and laboratory staff
- Ensure staffing matches the requirements for your category of clinic
- Keep training and competency records up to date
3. Consent and patient documentation
- Use written, informed consent for each procedure
- Keep consent forms complete, signed and securely stored
- Make sure patients receive clear information about procedures, risks and options
4. Laboratory records and traceability
Traceability is central to a safe IVF laboratory:
- Witnessing: double-check patient identity at every critical step, whether manually or electronically
- Labelling: clear, consistent labelling of all dishes, tubes and storage devices
- Lot tracking: record batch numbers of culture media and consumables
- Procedure records: document every step from oocyte collection to transfer or cryopreservation
5. Cryopreservation and storage
- Maintain an accurate inventory of stored gametes and embryos
- Monitor liquid nitrogen levels, with alarms and a response plan
- Keep storage consent and duration records up to date
- Have a clear process for transfer or disposal according to consent
6. Equipment and environment
- Calibrate and service equipment on schedule, keeping records
- Monitor incubator temperature and gas levels, and culture media pH
- Maintain air quality controls in the laboratory
- Keep backup power for critical equipment

7. Quality management
- Written standard operating procedures for all processes
- Regular review of laboratory KPIs to detect problems early
- Incident reporting and corrective action records
- Periodic internal audits
Our article on IVF lab KPIs explains which indicators to track.
8. Reporting and data
- Maintain the records and reports required by the regulations
- Store patient data securely and confidentially
Make compliance part of daily practice
Compliance works best when it is built into daily routines rather than prepared just before an inspection. Clear SOPs, good documentation habits and a culture of quality protect both patients and the clinic.
